‘Citerne Beirut’ is an original cultural center founded in Beirut in 2017. It aims to propose a new contemporary artistic discourse integrated and engaged in the cultural and social environment of Lebanon and the region. It is a new ambitious project that aspires a contemporary artistic hub in Beirut, connecting the city and its artists to the international arts scene, through enriching, nurturing, promoting and stimulating artistic excellence.

What happened in the summer of 2019?
In Lebanon we destroy a theatre…
to build an incinerator!
We extend our sincere thanks and appreciation to the artists, supporters, local and international partners, and the great audience that accompanied us all those years, especially the followers of Bipod. We apologize, in advance, for this situation that is depriving the capital and Lebanon a vital cultural element. Especially in this period where culture is mostly needed, in a time dominated by racist and inclusive discourse and a decline in artistic and social values.
Marginalization
We hope that you would understand our situation and pain in writing these lines. As we are convinced that after seventeen years of hard work and full commitment to establishing an exceptional contemporary dance scene in Lebanon and the Arab World, we cannot continue without the minimum means of support. It saddens us to be performing at international theatres and festivals all over the world and communicating a cultured and artistic image of our country, to come back and face continuous hindering and marginalization, for us and others, as if we are begging for an individual gain.
Call
We would like you to take these lines as a call against arbitrary decisions and policies at a time when, what Lebanon needs most is its cultural and artistic dynamics. These lines are an invitation to change the status quo. Let the upcoming period be a period of #Cultural_Disobedience until we bring back our cultural life that has been confiscated. It seems that the series of censorship and abolition continues as well as the series of oppression and humiliation. Is this the Lebanon that we want? Is it the example of openness and culture that we look forward to?
Opposite
As Citizens in this country, in the light of the current deteriorating reality, we are confused how to deal with this political system. Will it be ok for our future in this country to be surrounded by garbage, but not ok to sustain a cultural centre? Do we accept to live under constitutional void and fail to fill our lives with culture and values? Is the Municipality of Beirut with or against culture? Is the Ministry of Culture in Lebanon with or against culture? What do you want more? We do not find an approach that reflects this reality, whether it is ignorance or premeditation, other than our conviction that you destroy a theatre to build an incinerator. Is This your policy, are these your thoughts, and are they your convictions?
Decision
In conclusion, Maqamat and its Artistic Directors, Omar Rajeh and Mia Habis, decided to continue with even a greater momentum and strength to overcome this dangerous situation. We will continue with all our strength and all our cultural and artistic activities, including BIPOD-Beirut International Contemporary Dance Festival, all training classes, workshops and the dance school, as well as the artistic residencies for local and international artists, and all co-productions for emerging artists. From this moment on we begin working on relocating “Citerne Beirut” to another place and looking for the necessary support and assistance to complete this project. All help, advice and support are welcome.

كان من المقرر إنتقال مسرح «سيتيرن بيروت» من مركزه الحالي إلى مكان آخر في أواخر شهر نيسان 2020، ولأسباب خارجة عن إرادتنا لم نتمكن من الإستحصال على التراخيص اللازمة لبقائه حتى ذلك الحين. ما يعني هدم مركز ثقافي آخر في العاصمة وإغلاق متنفس للفكر والتعبير الحر، ربط العاصمة بالمشهد العالمي للفنون الأدائية وعكس وجه بيروت الثقافي والمنفتح والمتجدد.

نتقدم بخالص الشكر والأسف من الفنانين والشركاء المحليين والدوليين، والجمهور العزيز الذي رافقنا كل تلك السنوات وخاصة متتبعي بايبود. ونعتذر منهم سلفاً على هذا القرار الذي تخسر معه العاصمة ولبنان موقعاً ثقافياً وازناً ومهماً. خصوصاً في فترة أكثر ما نحتاجه فيها، هو الثقافة، في زمن يسيطر عليه الخطاب العنصري المغلق والطائفي، وتتراجع فيه القيم الفنية والفكرية.
تهميش
نتمنى من الجميع تقدير وضعنا، وتفهّم ألمنا ونحن نكتب هذه السطور. لكننا نرى أننا وبعد سبعة عشر عاماً من الجهد والعمل لترسيخ مشهد إستثنائي للرقص المعاصر في لبنان والعالم العربي، لا نستطيع الإستمرار من دون أبسط وسائل الدعم من المعنيين الذين يتحملون كامل المسؤولية. يعز علينا أن نجوب المسارح والمهرجانات العالمية، كمهرجان أثينا والبولشوي وروما أوروبا ويوليدانز، وغيرها الكثير، لتمثيل بلدنا الذي نحب، ثم نعود لنجد أن ما ينتظرنا هو العرقلة والتهميش، نحن وغيرنا، كأننا نستعطي أو نستجدي مكسباً فردياً.
دعوة
نتمنى أن تكون هذه السطور محفزاً للوقوف في وجه القرارات والسياسات التعسفية، في وقت أكثر ما يحتاج إليه لبنان هو الوجه الثقافي والفني المنفتح. هذه السطور هي دعوة للتحرك وتغيير الوضع القائم. فلتكن عنوان المرحلة القادمة هي #العصيان ـ الثقافي حتّى تسترجع الثقافة الفضاء الذي صودر منها في المدينة. يبدو أن مسلسل المنع والإلغاء مستمر، وكذلك مسلسل القهر والذل. ونحن نسأل: أهذا هو لبنان الرسالة و لبنان الحرف ولبنان الثقافة والإنفتاح؟
ضد
كمواطنين في هذا البلد نحتار في ما علينا فعله. كيف نتعامل مع هذا النظام السياسي والخدماتي في ظل الواقع الراهن المتردي ؟ هل سيكون لبنان المستقبل بلداً تحاصره النفايات في كل مكان، فيما يضيق بمركز ثقافي؟ هل نقبل بالفراغ الذي نعيش، ونستسلم عن بناء روح الوطن من خلال القيم والثقافة؟ هل بلدية بيروت مع الثقافة أو ضدها؟ هل وزارة الثقافة في لبنان مع الثقافة أو ضدها؟ ماذا تريدون أكثر؟ لا نجد مقاربة تعبر عن هذا الواقع غير قناعتنا أنكم، إما عن جهل أو عن سابق تصور وتصميم، تهدمون مسرحاً لتبنوا محرقة. هل هذه سياستكم وهذه أفكاركم وهذه قناعاتكم؟
قرار
في الختام، قررت فرقة «مقامات»، ومديراها الفنيان عمر راجح وميا حبيس، أن تستمر بزخم وجهد أكبر، لكي تتخطى هذه المرحلة الخطيرة. سنكمل ما بدأناه بكل قوتنا، ونواصل جميع أنشطتنا الثقافية والفنية، بما في ذلك “مهرجان بيروت الدولي للرقص المعاصر-بايبود”، وجميع ورش التدريب ومدرسة الرقص، إضافة إلى الإقامات الفنية لفنانين محليين وعالميين، وكل الإنتاجات والمساعدات. وقد بدأنا من هذه اللحظة في العمل على إنتقال «سيتيرن بيروت» إلى مكان آخر وتأمين المساعدات اللازمة لإتمام هذا المشروع. ونحن نرحّب بكل دعم، أو نصيحة، أو مساعدة.
